Four years after Guns of the Patriots, Raiden now works for a Private Military Security Company called "Maverick Security Consulting". While the world is supposed to have emerged from its civil conflicts, it is undergoing new attacks from small robotic groups.
A powerful cyborg, Sam, even manages to assassinate the Prime Minister of the Republic of Abkhazia. Sam accuses Raiden of being nothing but a bloodthirsty hypocrite and attempts to assassinate him in turn.
Quickly, an investigation reveals that Sam works for an SMP called "Desperado Enterprises" which started the invasion of the capital of the Republic, where the American-Russian interests mingle. The company Maverick Security is asked to send its men to allow an uncompromising liberation of the capital. Raiden, then endowed with new faculties, resumes service and prepares his revenge?
